Systems here are bought for the day they are needed rather than the days they are not. That changes the specification: resilience over feature count, coverage over convenience, and the assumption that commercial infrastructure may be unavailable at exactly the moment it matters. It also changes the testing, a system that has not been exercised under load has not been proven.
