Electronic Monitoring & Offender Management System
Electronic monitoring, commonly implemented through the Ankle Bracelets, is a method of increasing surveillance of offenders who are under some form of community supervision. EM can be employed at various stages of the criminal justice system, from pre-trial to parole allowing authorities to monitor and verify offenders’ whereabouts, increasing the likelihood that violations of the terms of community supervision can be detected and sanctions applied. EM may also deter new offenses. EM is appealing because it is less expensive than incarceration but provides additional supervision compared with traditional probation. The same solution can be used in the protection of victims of violence against women and domestic violence and child offenders by real-time monitoring of the perpetrator and restricting proximity to the victim and the victim’s home, workplace, school or other areas.
